A federal judge will consider on Thursday whether to prevent President Donald Trump's administration from enforcing his executive order limiting birthright citizenship after the U.S. Supreme Court restricted the ability of judges to block his policies using nationwide injunctions.

The court tied the hands of judges at a time when Congress has been cowed and internal executive branch constraints have been steamrolled.

In a 6-3 opinion authored by Justice Amy Coney Barrett, the majority ruled that the district courts exceeded their power by issuing sweeping universal injunctions.
